Republic of Belarus (current flag)
Who & why: a contested May 1995 referendum, held under President Alexander Lukashenko — in office continuously since his election in July 1994, making him one of the longest-serving heads of state anywhere in the world — replaces the 1991 white-red-white tricolor with a red-and-green design closely modeled on the Soviet-era Byelorussian SSR flag, minus the hammer and sickle. Wikipedia and Flags of the World both say a 2012 update (published February 2012) thickened the ornament so it fills the whole white hoist margin.
What it represents: Wikipedia says the current red-and-green flag was described in Presidential Decree No. 214 of 7 June 1995 after the 14 May 1995 referendum, and that the hoist ornament was designed in 1917 by Matrona Markevich (it came to the 1951 flag first). It gives Lukashenko's explanation that red stands for freedom and the forefathers' sacrifice and green for life, and notes there is no official interpretation; the page's earlier wording on the meanings is not backed by the sources read.
Wikipedia: red-green flag in Decree No. 214 of 7 June 1995 after the 14 May 1995 referendum (75.1% yes); 10 Feb 2012 thicker ornament. FOTW: adopted 1995 by referendum (75.1%), 2012 amendment published February 2012 changing the ornament from 1/12 to 1/9 of the width.
