Republic of Uzbekistan
Who & why: Uzbekistan declared independence in the closing days of the Soviet Union's collapse, on 31 August/1 September 1991. It is the most populous of the five Central Asian republics.
What it represents: light blue, white, and green horizontal bands separated by thin red fimbriations, with a white crescent moon and twelve white stars in the canton, adopted in November 1991.
Wikipedia's infobox gives the adoption as 18 November 1991. FOTW's Uzbekistan page says the flag was adopted 18 November 1991 under the Law on the state flag (Official Gazette no. 141 of 28 November 1991), with the state emblem following in July 1992, and gives the construction sheet.
