Republic of Bulgaria
Who & why: Todor Zhivkov, in power since 1954, is forced to resign on 10 November 1989 as the wider Eastern Bloc collapses. Round-table talks lead to a new democratic constitution, adopted 12 July 1991, formally establishing the current Republic of Bulgaria. NATO membership follows in 2004, EU membership in 2007.
What it represents: the same white-green-red tricolor first adopted in 1879, with the communist-era emblem gone. The constitution was amended on 27 November 1990 to drop the emblem from the flag's description, and the 1991 constitution (Article 166) describes a plain horizontal white, green and red tricolor. The current coat of arms is a separate symbol, adopted in 1997.
Wikipedia says the Zhivkov Constitution was amended so the pre-communist flag could return, readopted on 27 November 1990, and that the 1991 Constitution (Art. 166) describes a horizontal white, green and red tricolour. FOTW says the 27 November 1990 amendment removed the coat of arms from the description, that the fourth Constitution took effect on 13 July 1991 with no coat of arms, and that the current coat of arms was adopted on 21 July 1997.

Not established: Neither source says the 1991 text 'keeps the coat of arms as a separate state symbol'; the 1997 arms law is FOTW's.
