Republic of Colombia (modern)
Who & why: after decades of shifting federal and unitary experiments under names like the Granadine Confederation and the United States of Colombia, the country settles on "Republic of Colombia" and a fixed flag under President Tomás Cipriano de Mosquera in 1861. The republic survives the 1899–1902 Thousand Days' War, the 1903 loss of Panama (which declares independence with US naval backing after Colombia's senate rejects a canal treaty), and, in recent decades, a long internal armed conflict that a 2016 peace accord with the FARC substantially wound down.
What it represents: the yellow-blue-red tricolor whose current color arrangement was officially adopted on 26 November 1861, with the upper yellow band twice the width of the others according to Wikipedia; Decree No. 861 of 17 May 1924 and Decree No. 62 of 11 January 1934 regulated it. A commenter on FOTW disputes the 1861 date for the first adoption.
