Democratic Republic of the Congo
Who & why: Laurent-Désiré Kabila's rebel coalition topples Mobutu Sese Seko in May 1997, ending 32 years of dictatorship, and immediately restores the country's earlier name and a diagonal-stripe flag close to the one used briefly in the early 1960s. Kabila is assassinated in 2001 and succeeded by his son Joseph; two devastating regional wars (the First and Second Congo Wars, 1996–97 and 1998–2003) draw in half a dozen neighboring armies and cause enormous civilian loss. A 2006 constitution formally fixes the flag's proportions and shades, and the country has held contested but functioning multiparty elections since, including a first peaceful transfer of power in 2019.
What it represents: the sky-blue field stands for peace, the red diagonal stripe for the blood of the nation's martyrs, its yellow fimbriation for the country's wealth, and the yellow star for a radiant, unified future (Wikipedia's reading). Both Wikipedia and Flags of the World date this red-diagonal design to the 2006 constitution (18 February 2006), like the 1963-1971 flag with a lighter blue; the flag used from 1997 to 2006 was a different one, resembling the 1960-1963 design, so the 1997 start shown on this card is not supported.
Wikipedia: the current flag was adopted 18 February 2006 under the new constitution, a design like the 1966-1971 flag with a sky blue background; the 1997 flag used immediately before it resembled the 1960-1963 flag (a large star with six smaller stars). Flags of the World (history page): 'Democratic Republic of Congo (1997 - Feb 2006)' is a blue field with yellow stars (construction details 9 December 1997), and the 2006 draft constitution restores the sky-blue flag with a red, yellow-fimbriated diagonal and a star; its main page says the 'new' flag matches the 1963-1971 design with a lighter blue.

Not established: Both sources put the drawn red-diagonal flag at 2006, not 1997: the 1997-2006 flag was a different design, so the card's 'readopted 1997' caption and 1997 start are not supported. Wikipedia's meanings (blue peace, red martyrs' blood, yellow wealth, star the future) are its own reading and are not dated.
