Republic of Hungary
Who & why: the Communist party's own reformers negotiate a peaceful transition through 1989, symbolically completed when the republic is re-proclaimed on 23 October 1989 — the anniversary of the crushed 1956 uprising. Hungary joins NATO in 1999 and the EU in 2004.
What it represents: the plain red-white-green tricolor, the design Act XXI of 1848 fixed and the flag since 1957. Both sources read say no change was needed when communism fell in 1989, and the Act of 1990 reaffirmed it.
Wikipedia says no change to the flag was needed after communism fell in 1989 and that it was reaffirmed on 19 June 1990 (Act XL of 1990); it gives 1848 for the design and 23 May 1957 for its adoption as the state flag. FOTW says the 1949 constitution was modified by Law XL of 1990 and the coat of arms adopted in 1990, and dates the flag to 1957.
